Capiz prov’l government observes ‘no noon-break’ policy

ROXAS CITY – A “no noon-break” policy is being observed by the Capiz provincial government effective Jan. 18 to ensure continuous service especially on its front line departments.

In a memorandum, Capiz Gov. Victor A. Tanco, Sr. directed various department heads, chiefs of hospitals and offices to adopt an appropriate working schedule for their employees to ensure continuous service.

“You are to assign or two personnel to entertain the transacting public covering the 12:00 noon to 1:00 p.m. period,” he stressed.

The chief provincial executive added that the initiative shall be complemented with the corresponding “We Observe No Noon-Break Policy” signages installed on the main door or to any conspicuous places of the office.

He also ordered the offices of the Provincial Governor and Provincial Social Welfare and Development to establish a senior citizen’s lane or desk.

The measures are in accordance with Republic Act No. 9485 known as the Anti-Red Tape Act (ARTA) of 2007.

Recently, ARTA Watch was also conducted by the Civil Service Commission to monitor the efficiency of government service in various public offices here.

PhilHealth sponsored program covers 122,831 poor Capiceño families

ROXAS CITY – A total of 122,831 poor Capiceño families are covered by the National Health Insurance Program’s (NHIP) sponsored component program.

Based on PhilHealth – Capiz records, the national and provincial government have sponsored 36,618 and 36,565 families, respectively, while the various municipalities and a congressional office have registered 49,132 families for the program.

Also included in the total beneficiaries are the 516 families directly paid by three barangays who have a Memorandum of Agreement with PhilHealth.

In a press release, PhilHealth has formally announced the continuing coverage of poor Capiceño families for 2012 until December 2013 especially the poorest of the poor families identified in the National Household Targeting System for Poverty Reduction (NHTS-PR).

The two-year free health insurance coverage came after the signing of the General Appropriations Act for Fiscal Year 2012 (Republic Act 10155) allocating funds for the national government subsidy for the health insurance premiums of poor families under the NHTS-PR.

This is also pursuant to PhilHealth Board Resolution No. 1571, s – 2011, which extends the coverage of the concerned families under the NHIP’s program.

The health insurance benefits will ensure the ID holders and members of their families, discounts in hospitalization expenses that include medicines, doctor’s fee, laboratory examinations and other related expenses.  Hog vaccination against cholera in Capiz on

ROXAS CITY – The Office of the Provincial Veterinarian in Capiz will start conducting the massive hog cholera vaccination.

Dr. Leonil Abordo, in an interview over a local radio station here, disclosed that the vaccination of all hogs in the province will be effected starting next week after the vaccines purchased by the Capiz provincial government had already arrived.

Abordo said that the vaccination will be conducted in partnership with the agriculture offices of the different local government units in the province.

He stressed that vaccination against hog cholera is very important to prevent the occurrence as well as spread of said disease as the same is endemic in the province and the entire country.

Abordo explained that prevention of the hog cholera disease and other animal diseases is given attention by the provincial government as it annually sets aside funds for the purchase of vaccines as part of the province’s disease control program.

He cited that last year, there was an isolated case of hog cholera in President Roxas, barangay Villaflores in Maayon as well as in San Antonio, Cuartero which was given immediate response through massive hog vaccination.

“This year, we have not recorded any case yet of hog cholera nor outbreak of diseases of poultry,” Abordo said.

They are also on alert for bird flu, he said, adding that so far there is no bird flu case yet in Capiz.

Abordo likewise advised the public to properly consider environmental sanitation and regular vaccination in raising swine and poultry in order to prevent diseases in animals especially with the changing climatic condition. Dumarao brgys get P195-T cash aid

ROXAS CITY – The provincial government of Capiz, through Capiz Gov. Victor A. Tanco turned over P195,000 financial assistance to two barangays in Dumarao, Capiz on January 17 at the Governor’s Office in Capiz Provincial Capitol here.

Barangay Captain Ruel Venus of Janguslob accepted P100,000 for the construction of concrete benches at the barangay’s basketball court.

“This project from the provincial government will make Brgy. Janguslob more conducive to the people during various activities,” Venus said.

90 Capitol scholars to graduate this year

ROXAS CITY – Some 90 Viable and Innovative College (VIC) scholars of the provincial government of Capiz will graduate this year, the VIC Scholars secretariat.

Twenty –six four-year degree-course VIC scholars and 68 vocational and technical course scholars are candidate for graduation, according to Grace Dilao, member of the VIC Scholars Secretariat staff.

Believing in the crucial role of education in the development of human resources, Gov. Victor A. Tanco’s administration offers the following scholarship programs to enhance the Capizeños’ competitive advantage in both domestic and foreign labor markets,

The scholarship also aims to help student beneficiaries to build their capability to engage in entrepreneurial and other related economic activities.

 Programs being offered by the provincial government include the VIC Scholarship Program, Iskolar sang Capiz and Mobile Technology School.

VIC Scholarship Program initially had 20 beneficiaries. The number increased to 201 in school year 2009-2010 and to 401 in 2010-2011.

Now that the program is being “professionalized,” Governor Tanco targets to maintain 500 scholars in any given year attainable.

Iskolar sang Capiz Program started with 103 scholars in 2008. It caters to 734 scholars for the school year (2010-2011). 

Target beneficiaries are underprivileged students, out-of-school youth and children in need of special protection who desire to pursue their secondary education.

Mobile Technology School started in 2008 by the provincial government and the Capiz State

ROXAS CITY – The provincial government of Capiz, under the administration of Gov. Victor A. Tanco recently handed P 179, 572 worth of financial assistance to several communities and non-government organization to fund their respective projects.

Salgan, Maayon chief Roberto Dellava received P 44, 370 for the rehabilitation of their Health Center.

A new public toilet will be constructed at Brgy. Binangig , Panay, Capiz through the funds received by village head Jorecelyn Bernales amounting to P 42, 202.

On the other hand, Mr. Jerry Olson, Sr., Rotary Club of Metro Roxas President received the check worth P 93,000 as counterpart of the Provincial Government for the incoming Boys and Girls Week Celebration. (cbbp/Arnold Alarcon Jr.)

Operational crime lab eyed in Capiz

 ROXAS City — The construction of a P1-million crime laboratory building in Capiz will start this month following the budget approval by the Provincial Board.

This was announced by Gov. Victor Tanco Sr. during the recent Provincial Peace and Order Council at the Provincial Capitol here.

“We expect to have an operational crime laboratory by the end of the year,” Tanco said in Hiligaynon in an interview by the local news media.

He added that the crime laboratory would boost the province’s campaign against illegal drugs, shorten the laboratory processing, preserve crime evidence and preempt any attempt to alter the evidence.

It will be constructed at the old Provincial Social Welfare and Development Office in Brgy. X1 here.

Currently, laboratory examinations needed by local police authorities in the filing of cases are being conducted at the Philippine National Police (PNP) Crime Laboratory in Iloilo.

ROXAS CITY – Renewed optimism is felt by the bereaved families of fatalities and survivors of the ill-fated F/B Hope Christy as Gov. Victor A. Tanco handed the financial assistance worth P 210,000 at Libas Fishing Port here.

Gov. Tanco encourages the victims and the survivors to “start a new life and use the financial aid wisely.”

“It is our way of letting you know that the provincial government is on your side, helping you face the adversaries brought by the tragedy,” Gov. Tanco added.

16 families of casualties received P 10, 000 each while 10 survivors received P 5,000 each.

The said fishing vessel sunk last July 27 on the seas of Masbate during the rampage of typhoon “Kabayan.”

Also present on the turn-over of financial assistance were Vice Governor Esteban Evan Contreras, Mrs. Melanie Arancillo, City Councilor Powell Del Rosario,  and former Libas Brgy. Captain Solomon Alisasis. (cppb)

Guv hands 10 computers to CapSU Mambusao

MAMBUSAO, CAPIZ -  Capiz Governor Victor A. Tanco turned-over 10 units of personal computer to Capiz State University (CapSU), Mambusao Campus recently.

Gov. Tanco emphasized the responsibility of the provincial government to “support educational institutions in their goals to give quality and relevant education to students.”

“My administration gives priority to education as it molds the future workforce of our province, with these computers, the students will be more prepared in the field of Information Technology,” Gov. Tanco quipped.

CapSU campus administrator Dr. Roman V. Belleza, Ph.D, said that the new computers will be placed on the computer laboratory of the university.

“For now, downtime troubles which give headaches to students on the computer laboratory will be minimized, thanks to the new units given by provincial government,” Belleza disclosed. (cppb)

Capiz bags 2011 Seal of Good Housekeeping

ROXAS CITY – The Provincial Government of Capiz under the administration of Gov. Victor A. Tanco was recently awarded the “Seal of Good Housekeeping” from the Department of Interior and Local Government (DILG) for 2011.

Gov. Tanco was overjoyed on the latest honor from DILG, saying that the award “gives us motivation to be more efficient in delivering the best service to the people.”

“The provincial government qualified for the said award because of its good practices in governance such as Good Planning, Sound Fiscal Management, Transparency and Accountability, and Valuing of Performance Monitoring.” Gov. Tanco disclosed.

The seal comes with a Performance Challenge Fund (PCF) worth 7 million pesos.

Acting Provincial Administrator Atty. Jose O. Villanueva revealed that “the PCF will be used to support the priority projects of the provincial government to further improve the basic services of the government to the people.”

“We owe this recognition to the Capizeños for their cooperation and support to the development agenda of the provincial government,” Villanueva added.

Capiz records 98% drop in Dengue Cases 

ROXAS CITY – The intensified anti-dengue campaign of the Provincial Government of Capiz thru the Provincial Health Office (PHO) produced a positive result, as the Capiz Epidemiological Surveillance and Response Unit recorded a 98% drop of Dengue Hemorrhagic Fever cases in the province, based on the data released last August 22, 2011.

PHO Health Education and Promotions Officer Joeffry Espiritu confirmed that “There are only 47 cases reported this year compared to 2, 590 recorded last 2010.”

Capiz Gov. Victor A. Tanco was pleased that “the Oplan: Kontra Dengue campaign launched last August 20, 2010 turned out to be a very effective drive to combat the lethal Dengue Fever.”

“The success of the campaign can be connected to the unwavering support of the Capizeños on the provincial government’s health advocacies,” Gov. Tanco quipped.

The PHO urged the Capizeños to carry on the 4S Campaign: Search and destroy the breeding places , Self protection against mosquitoes, Say no to indiscriminate fogging and Seek early consultation as soon as symptoms of the said disease appears. (cppb/Arnold Alarcon Jr.)

“Pag-ulikid – Books for Schools” reaches Sapian

SAPIAN, CAPIZ – Kindergarten student of Sapian Elementary School may now have a quality and relevant education as 1, 154 new books were turned over by Capiz Gov. Victor A. Tanco, delivered by Sangguniang Panlalawigan (SP) Secretary Zoe Herrera, Jr. recently.

Governor Tanco emphasized that education is “one of the provincial government’s priority since it is a key factor in the development of the province.”

‘Quality and relevant education will produce productive and dynamic workforce which will contribute to the progress of Capiz,” Gov. Tanco quipped.

The said initiative was funded from the 20% development fund of the province.

“We recently delivered textbooks to the municipalities of Sigma and Dumarao. The governor assured that other towns will also benefit from the project soon,” Herrera disclosed

 Guv to upgrade Tapaz District Hospital equipment

ROXAS CITY – Capiz Governor Victor A. Tanco revealed his plans to improve the facilities of Tapaz District Hospital during its 37th Foundation Anniversary last August 19, 2011 with the theme “Unity toward quality healthcare service.”

Gov. Tanco lauded the doctors, nurses and staff serving the said institution for their untiring efforts tin giving quality medical services despite the fact that most of their medical facilities and equipment are not updated.

“Healthy Capizeños is one of the pillars of my development agenda and we have now plans to upgrade the facilities of this hospital,” Gov. Tanco added.

The governor assured to deliver an X-Ray machine for the hospital in addition to the renovation and rehabilitation of rooms as well as purchase of other necessary medical equipment.

Tapaz District Hospital was founded 1974, giving basic medical and health services to the people of the Municipality of Tapaz and nearby towns on the 2nd district of Capiz. (cppb)

ROXAS CITY – Capiz Governor Victor A. Tanco expressed his full support for the incoming 16th National University Games to be held in the Province of Capiz with Colegio dela Purisima Concepcion (CPC) as the lead host, this coming October 22 to 29, 2011.

In a recent press conference held at the CPC Rectors Office here, Organizing Committee head Msgr. Vicente Hilata conveyed his gratitude to Gov. Tanco for his unwavering commitment for the success of the incoming big-time national sports event.

Gov. Tanco assured the provincial governments all out support to the organizers of the UNIGAMES including venue preparations, security, logistics and other technical assistance.

“I have already coordinated with the Capiz Provincial Police Office through Provincial Director Police Supt. Domingo Cabillan to set up precautionary and security plans for the billeting areas and the delegates,” Gov. Tanco disclosed.

Meanwhile, UNIGAMES President Roger Banzuelo believes that holding such sports event unlocks a brand new perspective in the tourism industry.

“The UNIGAMES will boost the tourism industry of Capiz and will showcase the capacity of the province to host big-time sports events,” Banzuelo quipped.

The UNIGAMES is the only national collegiate sports competition which started 1996 in USLS Bacolod City. This gathers together the finest varsity athletes from private and government universities from all over the country in the spirit of fair play, friendship and top-caliber competition.

The 8 day sports spectacle will includes games such as Athletics, Badminton, Basketball, Chess, Football, Lawn Tennis, Sepak Takraw, Swimming, Table Tennis, Taekwondo, Volleyball, Beach Volleyball and Soft Ball and Billiards. (cppb/Arnold Alarcon Jr.)

Capiz Anti-Hog Cholera initiative continues

ROXAS CITY – Capiz Provincial Veterinarian Dr. Leonel Abordo confirmed that the Provincial Veterinarians Office (PVO) will continue and intensify its campaign against Hog Cholera. Governor Victor A. Tanco supports the said initiative stating that the province should “continue its information dissemination programs to make the public aware about the ill effects of Hog Cholera especially to our swine industry.”

“We were able to minimize the influx of the disease to some other areas because of the continuous help by the provincial government in monitoring and regular vaccination of pigs covered by our jurisdiction,” Dr. Abordo quipped.

The PVO  urge the people to have their pigs regularly vaccinated especially those that are older. This can also be done within a period of 3 months. However, pigs that are 30 days old must be vaccinated twice a month.

“The cooperation of the people is very much appreciated to diminish if not eradicate the said disease among pigs,” Gov. Tanco disclosed.

Pigs affected by hog cholera have symptoms of low appetite, feverish, and sores coming out of its skin particularly on the ears, armpits, chest and thighs. Acute stage of this disease is potentially deadly because the symptoms have usually disappeared, and to think that the disease have normally passed, the pigs affected will instantaneously die after the lapse of 7 days. “Capiz is FMD, Bird-flu Free” - Abordo

 ROXAS CITY –Provincial Veterinarian Office (PVO) head Dr. Leonel Abordo, announced recently that Capiz is safe from the dreaded food and mouth disease (FMD) and bird flu infecting  local livestock and pultry animals.

Dr. Abordo revealed that “there is no need for the people of the province of Capiz to worry about an impending epidemic to occur since there has been no report of any incident of the said diseases.”

“Furthermore, base from their recent data, Philippines is still known to be a foot and mouth disease and bird flu – free,” Abordo added.

FMD affected animals are known to have sores in the mouth and foot, and apparent loss of appetite. There has been no known vaccine or medicine for the said disease, as such it is very important for early detection to avoid further intricacy that would infect other animals.

Any occurrence involving the same case as stated above should be immediately reported in the office of the PVO for immediate recourse of action to hinder the said disease from spreading and rendering the meat economy to a stop. (cppb)

New rescue boat perks Capiz disaster preparedness

ROXAS CITY – Capiz Governor Victor A. Tanco turned over a rescue boat to the Philippine Coast Guard (PCG) worth P 1.4 million in a ceremony held in front Provincial Capitol here, August 9, 2011.

Governor Tanco expressed his “hope that the coast guard would use and utilize the said rescue boat in their endeavor in serving the people of Roxas City and the Province of Capiz.”

“This project aims to strengthen the Provincial Disaster Risk Reduction and Management Council (PDRRMC), through the encouragement of the National Government, adding capability to the local emergency response units,” Gov. Tanco quipped.

SCPO Ramonito Napoles, Station Commander of PCG Roxas gave his utmost gratitude to Gov. Tanco in the latter’s continuing support.

“His pertinent response and participation, may it be in times of calamity or maritime and environmental safety is very helpful to us,” Napoles added.

The rescue boat is made of fiber glass all throughout its bulk body spanning over 25 meters in length from front to rear. It is powered by a 150-horsepower V6 cylinder engine capable of carrying 10 – 12 persons in any time.

The vessel is also equipped with maritime instruments and equipments especially suited for  sea navigation and operation like the oil and water gauge, and fuel tank gauge top name a few.

Present in the turn-over ceremony were Roxas City Councilor Powell Del Rosario, members of the Philippine Coast Guard, member of PDRRMC, and members of the Capiz Emergency Response Team. (cppb)

Guv thumbs up on E-trikes

ROXAS CITY – “The E-tricycle is indeed a very clever transport alternative – it’s economical, efficient and most of all, its environment friendly,” Capiz Governor Victor A. Tanco said during the turn-over of two environment friendly tricycles from the Kasangga Partylist headed by Representative Teodorico Aresco last August 4, 2011 at La Hacienda Hotel, Arnaldo Boulevard here.

Recipients of the said E-Tricycles are the Federation of Tricycle Operators and Drivers Association, Roxas City, Capiz, Incorporated (FOTODA).

The E-Tricycle uses electric power charged from solar energy through panels installed roof of the vehicle. Attached with it are two chargeable batteries.

Charging stations will be put up on key locations within Roxas City in which these tricycles will be charged in case the solar power can’t sustain the power needs of the vehicle.

“Its zero fuel consumption makes it environment friendly and economical,” Rep. Aresco disclosed.

Gov. Tanco extended his gratitude to the Kasangga Partylist for choosing the province as one of its recipients for this environment friendly project.

Ang Kasangga represents Micro Entrepreneurs, a significant sector of the Philippines, comprising 92% of all businesses and accounts for the employment of over 75% of the working population. (cppb)

Capiz News: Guv to continue medical missions to villages

ROXAS CITY - The “Pag-Ulikid Medical Mission Team” headed by Gov. Victor Tanco brought free medical services to over 1000 people of Barangay Jaena Norte, Jamindan and Barangay Burias, Mambusao, Capiz, recently.

This program is part of Gov. Victor Tanco’s development agenda: Healthy Capizeños.

“The Pag-ulikid Medical Mission Team is continuing their endeavor in giving free medical and dental services to the people of the province of Capiz,” Gov. Tanco quipped.

The team is joined by the Camuning Rotary Club which brought doctors and medicines from Metro Manila. The association was headed by its President, Mrs. Aiza Remedios.

Local folks are grateful for the free services and medicines given to them as it helped eased their burden on their medical expenses. (cppb)

ROXAS CITY -  Capiz Governor Victor A. Tanco assisted the local Department of Social Welfare and Development (DSWD) office in handing to the 2,048 beneficiaries of the Cash for Work Program the P7,812,024.00 worth of cash pay-out  on municipalities Maayon, Pilar, Pres. Roxas and Sigma last July 29, 2011.

Each of the beneficiaries received cash worth P2, 563.00 as payment for their 11 days of rendering service in their respective barangays.

The municipality of Maayon has 1,130 beneficiaries with an allotted funds of P2,896,190.00; Pilar with 942 beneficiaries and an allotted funds of P2,414,346; Sigma with P1,622,379.00 of funds for their 633 beneficiaries; and the municipality of Pres. Roxas with 633 beneficiaries which will received P879,109.00.

The cash for work/training program is being implemented by the national Government through the DSWD to help the fisher folks and farmers to augment their present income by providing them with alternative means of livelihood. (cppb)

Capiz News: Guv lauds fast action of PDRRMC

ROXAS CITY – Capiz Governor Victor A. Tanco commended the members and partners of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), in line with the National Disaster Consciousness Month at ESLA Barangay Lanot, Roxas City, July 30, 2011.

“I am grateful everyone that was involved in the Provincial Disaster Risk Reduction and Management Council (PDRRMC) that responded in times of calamity that befall the Province of Capiz,” Gov. Tanco said.

He further noted that, “this is indeed a biggest achievement that we’ve got here in the province because of the continuing support of each and everyone considering a short span of time from the organizing to the strengthening of the PDRRMC.”

In a recent event, the PDRRMC held an Earthquake Drill in schools, municipalities at the same time the Provincial Capitol.

Capiz News: Gov. Tanco heads Mambusao Cash for Work Pay-Out

ROXAS CITY – Capiz Governor Victor A. Tanco spearheaded the Cash for Work Pay-Out to the 819 farmers of the Municipality of Mambusao last July 26, 2011.

Each beneficiary received cash worth P2, 563.00 as payment for their 11-day service to their Barangay.

The Cash for Work program is being implemented by the national Government through the Department of Social Welfare and Development (DSWD) to help the fisher folks and farmers alike to augment their income in their day-to-day living.

This project under the DSWD has 4 days of relevant lecture of enhancement wherein the 2-day period covered herein is centered to the Disaster Preparedness Orientation headed by the Provincial Disaster Risk Reduction and Management Council (PDRRMC), the remaining 2 days of the orientation dealt in Agriculture headed by the Office of the Agriculture (OPA). The remaining 7 days dealt more on the community service rendered in the Barangay, like general cleaning and planting of flowers in the vicinity.

The Municipality of Mambusao has 24 Barangay beneficiaries and has allocated funds given by DSWD which reached to the amount of P2, 099,097.00.

Gov. Tanco said to the beneficiaries that when it comes to the wellness of our province, let us become one as officers of the Government to help all Capiznon.

Also present in the said Pay-out event were Vice Gov. Esteban Contreras, Mayor Jose Alba of Mambusao, Violeta Silva of the Provincial Social Welfare and Development and the beneficiaries of the Cash of Work.

Capiz Guv distributes rice seeds, farm inputs


ROXAS CITY – Capiz Governor Victor A. Tanco personally distributed rice seedlings and farm inputs to 16 farmer beneficiaries, as a support to the “Inbred Rice Seed Production Project,”here at ESLA, Brgy. Lanot last July 26, 2011.

The said initiative is a joint project of the Department of Agriculture (DA) and the Office of the Provincial Agriculturist (OPA) which aims to increase and sustain the rice seed production efforts of the province.

Each beneficiary received 1 bag of registered seeds, 2 bags of inorganic fertilizer, 8 bags of organic fertilizer, 2 packets of seed inoculants, 1 liter of herbicide, 1 kilogram of fungicide, 1 kilogram of rodenticide, 1 liter of molluscide and 75 pieces of sacks.

Meanwhile, farmer technicians from different municipalities received rice seedlings which will be distributed to 2,000 farmer beneficiaries of the province. Each of the recipients will receive 5 kilos of rice seedlings.

According to Gov. Tanco, “This project is part of my administrations effort to make the province self-sufficient in rice production.”

“Supporting the agriculture sector is very important in establishing a cornerstone for a vibrant economy,” Gov. Tanco quipped. (cppb)

Capiz News: Gov. Tanco is 2011 UPV Outstanding Professional

ROXAS CITY – Capiz Governor Victor A. Tanco was chosen by the University of the Philippines Alumni Association Inc., Iloilo Chapter as these year’s University of the Philippines - Visayas (UPV) Outstanding Professional for Public Service and Governance.

 The UPV Outstanding Professional Awards is given to any UP graduate residing and working in Western Visayas who have outstanding achievements in their chosen field.

 Criteria for the said recognition include the nominee’s professional practice, advocacy, community service, volunteer works, leadership and membership to other organizations and awards, citations and honors received.

 Capiz Acting Provincial Administrator Atty. Jose O. Villanueva said that “The best practices of the province of Capiz under his administration, which was further elaborated on his 5 point development agenda, are the factor why he is chosen for the award.”

 “As we can recall, Gov. Tanco was also one of the 2008 UPV Presidential Centennial Awardee, which was conferred by the same association, as recognition for his exemplary service to the Capiznon,” Atty. Villanueva disclosed.

Capiz Guv thanked PNoy for projects

ROXAS CITY – “The trust and confidence of the people of Capiz and Roxas City will always be with you,” this was the message of Capiz Governor Victor A. Tanco to President Benigno Simeon Aquino III during his brief visit here last July 12, 2011.

 Gov. Tanco extended his gratitude in behalf of the people of Capiz for the numerous projects that the president delivered for the province.

 President Aquino personally distributed Philhealth Cards to selected beneficiaries from different municipalities in the province. A total of 33,386 cards will be given to Capiz courtesy of the president.

 The president also handed over the financial assistance amounting to P 1.7 million to the municipalities of Maayon, Sapi-an, Sigma, Pilar and Pontevedra which will be used for the Supplementary Feeding Program and will benefit 4, 726 pre-school kids. The aid was personally given to Mayors Wilfredo Borres of Maayon, Arturo Orosco of Sapi-an, Mary Andaya of Sigma, Ma. Ritalyn Patricio of Pilar and Esteban Steve Contreras of Pontevedra.

 Meanwhile, Mayor Borres of Maayon also accepted the P 300,000 financial assistance for the Self-Employment Assistance Kaunlaran (SEA-K).

 On the other hand, a total amount of P 171.37 million worth of projects were turned over by the Department of Agriculture to Gov. Victor A. Tanco which will be used to boost the food security and rice sufficiency initiatives of the province. Some of this will be used on improving production inputs, farm equipments, livelihood assistance and other production support.

 President Aquino assured the Capiznons that the Panay River Basin Flood Control Project will be realized, despite of the withdrawal of funds from the Japan International Cooperation Agency (JICA).

 “I will discuss this matter with some members of my cabinet in order for us to identify the funding agency that will finance the project,” President Aquino quipped.

 Gov. Tanco also thanked President Aquino for appointing him as the Regional Development Council Chairman as well as choosing former Senator Manuel “Mar” Roxas to become the Department of Transportation and Communications (DOTC) Secretary.

Capiz News: 86,000 Capicenos benefit from PNoy’s anti-poverty program

ROXAS CITY, Capiz, July 12 (PIA) -– More than 86,000 Capiceños have already benefited from the various anti-poverty initiatives of President Benigno S. Aquino III administration.

 For the first year of his Presidency, a total of 86,558 Capiceños have availed of the different social services of the national government.

Records from the Department of Social Welfare and Development (DSWD) show that more than P181.58 million was released to the 17 local government units in Capiz for the 86,558 program beneficiaries.

 For the Pantawid Pamilyang Pilipino Program (4Ps) alone, which benefits 14,088 Capiceños, the Aquino administration was able to release more than P46.79 million. Te said beneficiaries come from the seven towns in Capiz, namely Pilar, Maayon, Panay, President Roxas, Tapaz, Jamindan and Sapian.

 The supplementary feeding program with total cost of P19.33 million has benefited some 16,116 pre-school children.

More than P33.99 million was released to 13,264 cash for work and training for small scale farmer and fisherfolk beneficiaries from 17 LGUs here.

 The same report revealed that P6.5 million shelter assistance was also given to Ivisan and Pilar towns for the construction of 130 units of core shelter for 785 program beneficiaries.

 

On the other hand, the DSWD was able to release more than P71.06 million for the KALAHI-CIDSS Makamasang Tugon program for the towns of Jamindan, Maayon and Tapaz, while another P1.21 million was released for the 212 beneficiaries of Self Employment Assistance-Kaunlaran from Maayon, Mambusao, Roxas City, Sigma and Jamindan.

 For the social pension program, some 892 elderly beneficiaries in Capiz were able to receive their P1,500 cash assistance for the first three months of this year where the government was able to release P 2.682 million.

 Today, President Benigno S. Aquino III will be here in Capiz to personally distribute the different anti-poverty assistance to the target beneficiaries here.

 Expected to be distributed are the PhilHealth cards under the National Household Targeting System for Poverty Alleviation, certificates of land ownership award (CLOA), social pension for the indigent elderly, cash grants under the Pantawid Pamilyang Pilipino Program, check for the SEAK association and certificates of awards for various Department of Agriculture projects in Capiz. Capiz News:115,000 Capiceños get free health insurance

 ROXAS CITY, Capiz, July 12 (PIA) –- More poor Capizenos continue to get free health insurance from government.

 As of June this year, some 115,825 indigent Capiceños have availed of the free health insurance coverage by both the national and local government units.

 Records from the Capiz PhilHealth office showed that a total of 33,386 indigent Capiceños families were provided free health insurance coverage, courtesy of the national government under its National Household Targeting System for Poverty Reduction (NHTS-PR) program.

 The said program beneficiaries are in addition to the 82,439 poorest of the poor here whose health insurance coverage is sponsored by the provincial, city and municipal government units in Capiz.

 For the NHTS beneficiaries, President Benigno S. Aquino III, to be assisted by PhilHealth President and Chief Executive Officer Rey Aquino, will personally distribute the Philhealth cards.

 Both the NHTS and LGU health insurance- sponsored program entitles the beneficiaries to a one year coverage under the National Health Insurance Program granting the in-patient and out-patient benefit (OPB) packages in PhilHealth accredited hospitals, health facilities and referral centers.

 The package includes free consultation, laboratory examinations like complete blood count, fecalysis, sputum microscopy, urinalysis and chest x-ray.

 So far, Capiz has nine accredited hospitals, 17 rural health units (RHUs) which are all accredited as OPB and Tuberculosis Directly Observed Treatment Shortcourse (TB-DOTS) centers, 12 maternity care package, four lying-in clinics and an ambulatory surgical clinic.

Capiz News: P-NOY urges Capicenos to push Capiz as major tourist destination

ROXAS CITY, July 12 (PIA) –- President Benigno S. Aquino III said Capiz can become another major tourist destination in the island of Panay alongside Boracay Island in Aklan.

 Speaking after distributing social services benefits to Capiceno beneficiaries at the Capiz Gym here July 12, President Aquino urged local government officials and the private sector here to work with the national government in developing Capiz’s tourism potentials especially its seafood to lure tourists going top Boracay to choose Capiz as their next tourist destination.

 The President, who visited Aklan earlier today before coming here, said tourist arrivals in Aklan are expected to grow from the present 700,000 to about 3 million in the next two years and Capiz can lure some of them to try Capiz too.

 He said the upgrading of the airport in Caticlan, Malay, Aklan that would make it capable of accommodation more flights and bigger planes including international flights with tourists onboard would bring about the substantial tourist arrivals in Aklan particularly Boracay.

 With your help, Capiz can become a major alternative tourist destination next to Boracay, Aquino told the Capicenos.

 Capiz is considered as the seafood capital of the country owing to its substantial production of seafood products, the most notable of which is “diwal”, which is a succulent and exotic bivalve. It is very popular in Metro Manila. (jcm/JSC/PIA6)

Capiz News: Capiz institutionalizes emergency measures

ROXAS CITY, Capiz, July 4 (PIA) –- The local government of Capiz is now institutionalizing preparedness measures and initiatives to mitigate and avert the impact of disasters.

Part of said initiative is the creation and activation of the Capiz Emergency Response Team (CERT) through Executive Order No. 59 recently signed by Governor Victor Tanco.

Provincial Disaster Risk Reduction and Management Council Action Officer Esperedion Pelaez said that the creation of said emergency team is vital especially in providing immediate response during and in the aftermath of man-made and natural disasters.

He explained that that the creation and institutionalization of the CERT aims to develop and effective and efficient command, control, coordination, collaboration and communication system as well as gain more adherence and volunteers.

The team is being manned by Peter Arcenas III who will act as commander with Jimmy Hari-on as Deputy Commander, Pelaez said, adding that different committees like supply, security, communication, medical and first aid, as well as extrecators for water, land and air, have also its respective head.

According to him, the said team had earlier undergone a week-long rigid training on water search and rescue which was facilitated in coordination with the Regional Disaster Risk Reduction and Management Council and Office of the Civil Defense in Western Visayas.

Capiz News: Capiz has enough rice stocks- NFA

ROXAS CITY, Capiz, July 4 (PIA) –- Capiceños have nothing to worry about supply of rice despite the lean month season.

Information Officer Jose Davila, Jr. of the National Food Authority in Capiz disclosed that the province remains to have sufficient supply of rice.

Davila said that as of June 29, Capiz has a total of 965,095 bags of rice which will last for the next 108 days.

Of the total rice stocks, 284,632 bags belong to the food agency here which is expected to last for 44 days while the commercial stock was recorded at 680,463 bags that will last for 62 days based on the 6,400 bags daily consumption in the province, and a per capita individual consumption of 22 bags per year, he said.

Davila revealed that the adequate rice stocks in the province could be attributed to the intensive palay buying of their agency from the farmers especially during the recent harvest season.

According to him, for the month of June alone, they were able to buy some 11,895 bags of palay while their total palay purchases from January to June reached 54,867 bags.

Because of the adequate rice stocks in the different warehouses of the food agency here, they have opted to initiate an open sale of their local rice to accredited individual as well as group retailers. (JBG/PIA6-Capiz)

Guvs say Western Visayas economy steady

 BACOLOD CITY, July 1 (PIA) — In the recent Regional Development Council (RDC) meeting held in Bacolod City, RDC Chair Governor Victor Tanco said that the regional economy is steady.

 “Collective efforts of the government and the private sectors brought about a steady economic growth which the people in Western Visayas are reaping,” Tanco said.

 Although, Tanco admits, that despite the economic gains, poverty remains to be a continuous challenge in the region.

 On the other hand, Negros Occidental Governor Alfredo Marañon Jr. is optimistic on the growth of region 6 citing its world class tourism facilities, first class agricultural based economy but most of all the bright, intelligent and cooperative people.

 Marañon refers to the Philippines as the emerging economic tiger and considered region 6 at the heart of the emerging tiger and positive that in 2011, the country will surpass the seven percent growth rate last year with region 6 as one of the movers of the economy.

 The Negros-Panay Bridge which has been long dreamt by leaders before Marañon is one of the request the host-governor wanted to urge the support of the national government.

 “The dream that Panay and Negros islands will be connected by a bridge will hopefully be realized within PNoy’s term as President,” Marañon added.

 The estimated total cost of the proposed Iloilo-Guimaras-Negros Bridge is P27-billion according to a study conducted in 2006-2008 by the Japan International Cooperation Agency (JICA).

 Marañon is also proposing the 500-meter extension of the New Bacolod-Silay Airport in order for the facility to accommodate flights from the other regions to boost tourism in the island.*

RDC okd 2 infra projects for Capiz

ROXAS CITY – Two major infrastructure projects for the province of Capiz were approved by the Regional Development Council (RDC) in a meeting held at the Social Hall of the Negros Occidental Provincial Capitol, Bacolod City, June 30, 2011.

Capiz Governor Victor A. Tanco, who is also the RDC Chairman, said that the projects which was endorsed and approved were the Roxas City Circumferential Road and the Panay River Basin Flood Control Project.

The P 705 million Roxas City Circumferential Road is 19.86 km long, divided into 2 sections. The first section will stretch from Culasi Port, passing Cadimahan River going to Ivisan - Roxas national road. Section 2 will start at the junction of Ivisan – Roxas national road going northeasterly and will join the national highway of Panay and Pontevedra Towns.

“The road aims to provide a reliable and easy to access transport system between urban and rural communities. This will increase the economic activity of Capiz,” Gov. Tanco added.

On the other hand, the Panay River Basin Flood Control Project will continue despite the withdrawal of funds from the Japanese International Cooperation Agency (JICA) due to the calamities that struck Japan recently.

According to Gov. Tanco, “The Department of Public Works and Highways will look for alternative funding agencies so that the project will push through.”

If realized, the Panay River Basin Flood Control Project will minimize if not end the perennial flooding problem along the sub-basins of Panay River which adversely affects the local economy of the province.

“It will also reduced the damage done into properties and will ensure the safety of local residents and communites,” Gov. Tanco disclosed.  (cppb)

ROXAS CITY - Capiz Governor Victor A. Tanco maintains his commitment to give “Adequate Infrastructure and Support System” to Capizeños by distributing financial assistance to various towns to fund their infrastructure projects.

A total amount of P 1.7M worth of checks were distributed to the municipality of Cuartero and President Roxas, Capiz recently.

In Cuartero town, a total amount P 700,000 was given to different barangays.

Puti-an and Malagab-I both received P 100,000 each for the construction of their farm to market roads.

On the other hand, Brgy. Poblacion Tacas and Brgy. Maindang get P 100,000  for road maintenance and other infrastructure projects.

Brgy. Bito-on received an amount of P 100,000 for the installation of streetlights, while Brgy. Poblacion Ilawod gets P 100,000 for the construction of drainage system.

Meanwhile, Vice Mayor Alfonso Golero, in behalf of Mayor Raymund S. Locsin of President Roxas town accepted the check amounting to P 1M for the renovation of the municipal building and other infrastructure projects of the said town.

TAPAZ, CAPIZ – Students and teachers of Lagdungan Elementary School here are grateful to Capiz Governor Victor A. Tanco as he personally lead the blessing and turn-over of the newly constructed 4 classrooms building last June 10, 2011.

Eduardo Gardose , Head Teacher I of the said school said that “Governor Tanco allocated a total amount of P 983,223 for the renovation of the old ‘Bagong Lipunan’ building of the said school which was badly damaged and not conducive for learning.”

“We originally ask for the rehabilitation of 3 classrooms but the Governor is very generous that he agreed to fund 4 classrooms instead of 3,” Gardose disclosed.

In his message, Governor Tanco stressed the importance of his development agenda “Quality Education and Relevant” as an empowerment tool to alleviate poverty. “I give importance to projects such as this because I believe every student has the right to have a conducive learning environment,” Gov. Tanco quipped.

“Quality and Relevant Education” is one of the development agenda of Gov. Tanco’s administration, supporting innovative ideas and projects as well as giving equal educational access and opportunity to Capizeños in the primary, elementary, secondary and tertiary levels. (cppb)

ROXAS CITY – Capiz Governor Victor A. Tanco have been supporting various dental health projects in his administration, in line with his development agenda “Healthy Capizeño”.

Dr. Joan Apolinario, Dental Supervisor of the Roxas Memorial Provincial Hospital (RMPH) said that “Gov. Tanco have already given P 4.5M worth of projects for the upgrade and purchase of dental equipments of the 16 municipalities of the province, such as fully motorized dental units, sterilizers, light curing machines and scalers.”

“Gov. Tanco also allocated a total amount of P 400,000 for 2009 and P 500,000 for 2010 from his 20% development fund used in purchasing toothbrushes and toothpaste intended for the ‘Fit to School’ program of the provincial government,” Dr. Apolinario disclosed. (cppb)

The Provincial Government and the people of Capiz under my leadership sincerely manifest with pride and honor to the appointment of the beloved son of Capiz, former Senator Manuel “Mar” Roxas II as new Secretary of the Department of Transportation and Communications (DOTC).

Mar Roxas’ experience in public service for having served as Representative of the 1st Congressional District of Capiz, No.1 Senator of the Republic of the Philippines and Secretary of the Department of Trade and Industry during the Estrada administration and Arroyo’s regime are credentials which insures his competence in handling the gigantic and complicated responsibilities attached to said department.

The good people of Capiz should be proud of this new assignment and challenge to our kasimanwa Mar Roxas, for it entails greatest confidence by the President in his capability, honesty and integrity. As what Mar Roxas said “isa man lang ang aton handum kag buasdamlag, magbinuligay kita!”  

 I believe that Mar will give emphasis on people’s participation in accord with his grandfather Pres. Manuel Acuña Roxas guiding principle, “country above self.”

I enjoin everyone to pray for his success in this new endeavor.

Capiz News: 1,365 Tapaz indigent received Philhealth Cards

TAPAZ, CAPIZ – Capiz Governor Victor A. Tanco personally distributed the Philhealth Cards to 1,365 indigent beneficiaries last June 5, 2011 at Brgy. Taft here.

The said event is in line with the continuing “Universal Philhealth Coverage” campaign of the provincial government as well as the realization of Governor Tanco’s development agenda “Healthy Capizeño.”

“My administration focuses on projects which will benefit the people above all. The Philhealth Cards will help the beneficiaries since it will lessen their expenses in times that they will be hospitalized.  This is a testament of my commitment to give quality health care especially to the poor,” Gov. Tanco disclosed.

Meanwhile, Capiz Acting Provincial Administrator and Legal Officer Atty. Jose O. Villanueva discussed with the beneficiaries the benefits of the Philhealth Cards such as subsidy for hospital room and board, drugs and medicines, laboratories, operating room and professional fees for confinements of not less than 24 hours.

“Beneficiaries are identified through surveys conducted by the local Barangay Health Workers (BHW) coming from different upland and lowland communities of Tapaz,” disclosed Villanueva.

Also present on the distribution are Tapaz Vice Mayor Bob Gardose and SK Federation – Capiz President Board Member Zoe Maria Felipe “Migo” Herrera. (cppb)

Capiz News: ‘More Infra Projects to come’ says Capiz Guv

ROXAS CITY – Capiz Governor Victor A. Tanco distributed a total amount of P500,000 to several barangays recently at the Office of the Governor, Provincial Capitol here, carrying out his unwavering commitment in bringing adequate infrastructure support system down to the grassroots level of the province.

Parallan, Maayon village chieftain Ramon Belalo, Sr. received the check amounting to P200, 000 intended for the construction of the Mini-Covered Gym for their barangay.

Meanwhile, Brgy. Captain Melanie Bartolome of Dayhagan, Pilar accepted the P150, 000 worth of financial assistance for the repair and construction of addition bleachers for their public plaza.

Brgy. Captain Henly Delao of Poblacion, Maayon received an amount of P100,000  for the rehabilitation of their multi-purpose center.

On the otherhand, Brgy. Captains Domingo Danos, Jr. of Balacuan and Romeo Das of Ilas Sur, Dao town take the check of P25,000 each for the purchase of 50 pieces plastic chairs and electric motor for the community water system respectively.

Gov. Tanco reassures that his office will continue to support infrastructure programs of the communities. “As long as it is in line of my administrations development agenda, the provincial government will always be there to put into reality the projects they intend for their communities,” Gov. Capiz News: Inter-cultural youth gathering highlights creative, leadership skills

ROXAS CITY- Some 150 participants are geared to convene here for the forthcoming ” DUNGOG SANG MGA TUMANDOK NGA PAMATAN –ON” ( PRIDE OF INDIGENOUS YOUTH) Youth Camp, May 28-31,2011 at the Villareal Stadium.

Coming from the different Cultural Communities of Northern, Central and Southern Philippines, the delegations will comprise SK officials, members of tribal council, non­governmental organizations, church and school organizations whom will take part in this three-day intercultural youth camp which will feature lectures, community immersion dialogues, group discussions and performance showcase such as dance, drama ,music, rituals.

Spearheaded by the National commission for the Culture And the Arts, the Subcommission on Cultural communities and Traditional Arts in partnership with the Capiz Provincial Government thru the Capiz Provincial Tourism Office, this project will be implemented by the Sigmahanon Foundation for Culture and the Arts Inc.

“Diverse gift, budding human potentials, creative and leadership skills are to be highlighted thru this event while participants will have a brief but spell-binding encounter of captivating Capiz.” as Mr. Al Tesoro , Capiz Provincial Tourism Officer and Project Director elucidates.

“A deep sense of understanding, appreciation and pride for Filipino culture and imbibed creativity and positive social values are to be brought home by the participants having attended the said gathering,” Tesoro further disclosed.

Enligtening lectures will be delivered by well-versed resource speakers. Among the topics which will be tackled will include Input 1: Mga Kabataang Katutubo, Wer Na U?- A Closer Look on the Situation of Indigenous Youth; Input 2.Hir Na Me. Wat’s Up? Situating the Youth in the Political, Economic and Cultural Environment Towards Responsible Citizenry; UNLIKULTura , Ipasa Mo! The Value of Natural and Cultural Heritage and Urgent Need to Preserve Indigenous Traditions.

Meanwhile, Mr. Gordy Labod, Chairman Commission on Dramatic Arts, NCCA will shed light on Input 4: 0noy Power: Kayo Mo?- Youth Empowerment through Creative Power.

There will also be “Byaheng IP- a community immersion/interaction with various organizations/groups which will fall on the second day.

Colorful cultural performances by IP participants from the varied indigenous peoples communities will be the main local crowd-drawing attraction which will be staged at Provincial Park.

The said youth gathering will commence with a campfire dubbed “Wrimaw Pinoy”( Solidarity in Diversity) on its closing program.

Capiz News: Edu-Trip brings new perspective to CPPB


ROXAS CITY – The Capiz Provincial Press Bureau (CPPB), under the Office of the Governor conducted an Educational Field Trip last May 20, 2011 at the different media outlets and institutions located at Iloilo City.

The said educational trip aims to enhance the knowledge and skills of the CPPB personnel on different aspects and practices of the media industry.

The group first visited the studio of Global Media Arts (GMA) Network TV 6 – Iloilo where CPPB staffers learned the basic studio lighting techniques as well as video post production processes.

CPPB Chief Edward Basilonia was also interviewed by dySI Super Radyo (radio outlet of GMA Network) Station Manager Jonathan Gellangarin in which Mr. Basilonia explained the functions and responsibilities of the CPPB, the information arm of the Provincial Government under the administration of Gov. Victor A. Tanco.

On the other hand, Atty. Ma. Janet Mesa, Regional Director of the Philippine Information Agency (PIA) Region VI gave the CPPB personnel tips on conducting a press conference. The said lecture was held at the PIA Region VI Briefing Room.

The next stopover of the group is at dyFM Bombo Radyo Iloilo were Bombo Beth Dordas Zaldariagga toured the team around the station’s newsrooms and announcers booth, giving them a glimpse on how a radio station operates.

Lastly, a visit at the Panay News Office gave the CPPB persons a quick look on how a newspaper is managed, from news gathering to editing and printing. Mr. Daryl Lasafin, Assistant Desk Editor of Panay News briefed the group on the publications’ daily operations.

The CPPB was realized through Administrative Order 21 and has a crucial role in disseminating the Development Agenda of the provincial government. It serves as the information arm of the Office of the Governor especially in disseminating information and news about its plans, programs, projects and activities. (cppb)

Capiz News: Big-time chess tourney in Capiz

ROXAS CITY – The province of Capiz will be the venue of the biggest chess tournament of this year, dubbed as “Torneo de Ajedrez, Western Visayas Chess Encounter” this coming May 28 to 29, 2011 at the Hall of Governors, Capiz Provincial Capitol here.

The said event was organized by the Capiz Chess Association (CCA), Inc. with the sponsorship of Bayan Muna Party list through Rep. Neri Colmenares and Capiz Sangguniang Kabataan Federation President Zoe Maria Felipe “Migo” Herrera.

“The tournament is a six round Swiss System with a time control of 25 minutes per game. The said chess event is open to all regional non-titled wood pushers for 14 and above age category and 5 round Swiss system for local chess players in the Batang Manlalaro 13 under category,” disclosed by Mr. Kenneth Calvez, President of the CCA.

This year’s champ on the 14 above category will bag a hefty cash prize of P 10,000 plus trophy; 1st runner up will receive P 5,000 plus trophy; 2nd runner up will bag P 3,000 and a trophy; 3rd runner up will get a cash prize of P 1,000; 4th runner up will have a P 500 in his pocket and 5th to 10th runner ups will receive a cash prize of P 200 respectively.

Meanwhile, the Batang Manlalaro winners will go home with a lofty P 3,000 and a trophy; 1st runner up will have a cash prize of P 2,000 and a trophy; 2nd runner up bag a cash prize of P 1,000 and a trophy; 3rd runner up will get a P 500 cash prize; 4th runner up will receive P 400 cash prize; 5th runner up will collect P 300 while 6th to 10th runner ups will have P 200 each.

Special awards will also be given on the said tournament for the Top Female Performer and the promising “Batang Manlalaro” aged 7 under. They will receive P 500 and P 300 pesos respectively.

More villages received financial aid from Tanco

ROXAS CITY – Capiz Gov. Victor A. Tanco continues to fulfill his commitment to Capizeños as he generously turned-over checks amounting to P 1,295,000 as financial assistance to several communities in the province of Capiz recently at the Hall of Governors, Provincial Capitol here.

Brgy. Captain Teodolfo Vacaro of Masgrau, Jamindan received the check amounting to P 300,000 which will be used for the rehabilitation of the road from Pangabat going to Masgrau.

A total of P 300,000 of financial assistance was given to Brgy. Captain Edmundo Cusay of Guintas, Jamindan intended for the re-gravelling of the 7 km barangay road.

On the other hand, Lomboy, Panay village chief Romeo Balgos personally accepted the check with an amount of P 350,000 for the construction of a waiting shed and perimeter fence around the Barangay Hall.

A sum of P 300,000 was given to Brgy. Captain Alfredo Beriana of Lat-asan, Panay to be used for the repair and rehabilitation of its rural health center.

 Meanwhile, Brgy. Antonio Flores of Nagba, Cuartero and Mrs. Jocelyn Palermo, Treasurer of Agcabugao of the same town received a check of P 10,000 each for the installation of lighting facilities of their respective covered gyms.

Lastly, Brgy. Kagawad Alberto Aguro accepted the check amounting to P 25,000 to be use in purchasing 50 plastic chairs which will be used during community events and programs. (cppb)

Capiz News: Sec. Soliman sheds light on Cash for Work Program

SAPIAN, CAPIZ – Department of Social Welfare and Development (DSWD) Sec. Corazon “Dinky” Soliman, together with Capiz Gov. Victor A. Tanco explained the details of the “Rice/Food Subsidy for Small-Scale Farmers and Fisherfolks thru Cash for Training/Work (CFT/W) Project” to the beneficiaries of the said program last May 18, 2011 here.

According to Sec. Soliman, the CFT/W project is a short-term intervention program which provides temporary employment to small scale farmers and fisherfolks and their families who are distressed and displaced during lean months and in times of disasters and emergencies.

“We also encourage community participation in implementing community defined projects and prepare the beneficiaries through post disaster activities including hunger mitigation and food security initiatives,” Sec. Soliman revealed.

On other hand, Gov. Tanco asked the cooperation of the program recipients in attaining the goals and objectives of the said project. “The government is doing its best to uplift and empower your lives, this is your opportunity to do your part in nation building, to be productive and do your share for the progress of our province and the whole country,” Gov. Tanco added.

Beneficiaries of the said program are small scale farmers and fisherfolks identified through the National Household Targeting System.  The assistance will be provided in three (3) cycles (one cycle per month) and is expected to begin this coming July 2011 and will end in September of the same year.

Each beneficiary will have a salary of P 188 per day which is 75% of the regional wage rate. They will work for duration of 11 days per cycle and will receive an amount of P2, 068 each. The assistance will be provided at the end of each activity for three consecutive months.

The implementing agency for the said project will be the Local Government Units through the Provincial, City or Municipal Social Welfare and Development Office. (cppb)

Gov. Tanco supports Social Pension for poor elders

ROXAS CITY – Capiz Gov. Victor A. Tanco personally welcomed Department of Social Welfare and Development (DSWD) Secretary Corazon “Dinky” Soliman who visited the province last May 18, 2011 for the ceremonial distribution of the Social Pension for indigent senior citizens conducted at the Hall of Governors, Provincial Capitol here.

The said program gives priority to indigent older persons who are 77 years old and above and are frail, sick, disabled, not receiving any pension, has no permanent source of income, or regular support from families or relatives.

Each recipient will receive P 500 monthly which will be released quarterly every year. A total amount of P 783, 000 was distributed to each Municipal Government Units for transfer to 522 beneficiaries in the province, identified through National Household Targeting System.

“We hope that this will help them with their basic needs, such as food and medicine, among others,” Sec. Soliman said.

On the other hand Gov. Tanco extended his gratitude to Sec. Soliman for the programs and initiatives that the DSWD extended to the province of Capiz.

“Our senior citizens have contributed for the progress of our community, it is fitting for us to help them in times that they are in need,” Gov. Tanco added.  

The said program for the elderly is provided under Republic Act No. 9994 or the “Expanded Senior Citizens Act of 2010.

Also present on the event are Capiz 1st District Representative Antonio del Rosario, Vice Gov. Esteban Evan Contreras II, Roxas City Vice Mayor Ronnie Dadivas, DSWD Reg’l Director Minda Brigoli, 4P’s Deputy Program Manager Director Honorita Bayudan, Board Members and Mayors of the Province of Capiz. Gov. Tanco admires diligence of 100 SPES recipients  

ROXAS CITY – “This is your moment to prove that you are indeed the hope of the fatherland.” This was the message of Capiz Gov. Victor A. Tanco to the 100 students who are beneficiaries of the Special Program for Employment of Students (SPES) during a conference held at the Hall of Governors, Provincial Capitol here, May 17, 2011.

The SPES is a joint program o f the Provincial Government of Capiz and the Department of Labor and Employment (DOLE) which aims to developed the intellectual capacity of the children of poor families and harness their potential for national progress through employment in different government offices during their summer break. It started May 2 and will last until May 31 this year.

“The salary which you will receive can be used to pay for your enrollment for the school year or purchase your needed school supplies, you will be proud of it because you have worked for it.” Gov. Tanco said.

The program is in conformity with the Republic Act 7323 which mandates to help poor but deserving students to pursue their education.

Each recipient will have a salary of P 150 a day in which 60% of their salary will be shouldered by the provincial government while the DOLE will have a 40% counterpart.

Applicants who have qualified for the said program belong to families whose income is below P 96,000 annually.

Also present in the event are Capiz Vice Gov. Esteban Evan Contreras II, Board Member Jaime Magbanua and DOLE Capiz Head Mr. Ricardo Monegro. (cppb)

Healthy lifestyle through “Ehersisyong Pangkalusugan”

ROXAS CITY – The Provincial Government of Capiz through the Provincial Health Office (PHO) conducted an aerobic exercise session dubbed as “Ehersisyong Pangkalusugan” at the Peoples Park, Brgy. Baybay here, May 15, 2011.

The employees of the Provincial Government, City Government, Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Metro Roxas Water District (MRWD), Roxas Memorial Provincial Hospital (RMPH), Tapaz District Hospital (TDH) and other walk-in participants joined the said event.

The said activity is in compliance with the DOH Memorandum No. 2011-0097 called “National Healthy Lifestyle Mobilization Campaign.” The said drive is a simultaneous activity around the country where President Benigno Aquino III himself participated by biking around the Quezon Memorial Circle together with the members of his cabinet.

On the other hand, Capiz Gov. Victor A. Tanco supports such activity as it is in jive with his development agenda, Healthy Capizeños.

According to PHO and the Department of Health (DOH), physical exercise is very important in maintaining a healthy lifestyle. It is also a factor in avoiding obesity, high blood pressure, diabetes, hypertension, stroke and other cardiac diseases. (cppb)
